The staff of a local clothing manufacturer, E. Lucas & Co. raised funds and planted trees to honour each soldier who enlisted in Ballarat.
Between June 1917 and August 1919 a total of 3,771 trees were planted along a 22km stretch of the Western Highway. The Arch of Victory was officially opened by the Prince of Wales in 1920.
